Abstract:
The Federal Republic of Germany has declared its participation in the Open Govern¬ment Partnership in December 2016. This has laid the inter-institutional basis for concretizing and professionalizing open government in cooperation with the civil society. "Democracy means listening and reaching out", the Federal Minister of the Interior said. In this viewpoint, the ideas for open government of the civil society by March 2017 are discussed, which have been com¬piled in the framework of the dialogue with the Federal Government to design the first national action plan. The article reflects possible fields of action and topics for open govern-ment in the coming decades. Realistically, however, implementation of the OGPDE matrix can only be considered step by step. The first national action plan of the German federal govern-ment for the open government partnership covers with its 15 measures only parts of the spectrum outlined. Nevertheless, the OGPDE matrix is an important milestone for establishing Open Government in Germany and Europe.
