The mass media and its mechanisms of production and selection play a crucial role in the social construction of political affairs in modern societies. Political theories do have to integrate this perspective in their conceptualization. One of the key tasks of political communication research lies in the analysis of the triangle "politics, citizens and mass media". Our argument is based on the concept of news values and the assumption that the underlying logic of this concept is forcing the media system to be neutral in its communications. In general, media institutions have no incentives to be political themselves, rather by covering issues they structure the political and public debate. Because of its diverse media outlets the media system is able to strengthen different opinions on single issues and therefore to provide a constant flow of communication on issues by quoting reactions on statements. Given these flows it is the underlying mechanism of the media system to provide debates to strengthen its own operations within the system.
