Abstract:
Web 2.0-technologies and their use in the public sector open multiple possibilities for participation and collaboration in government and administration. E-government-technologies will be able to contribute their part for the development of the previous understanding and the future use of transparency in politics and administration to a new "transparency 2.0". The trust of the citizens in national institutions and in elected representatives can be roused by a more intensive inclusion of the population and by an open information policy. US-President Barack Obama took these considerations in account while preparing and presenting his first memorandum "Transparency and Open Government" in January 2009. The US-federal administration now has new guidelines, which are already realized with the new portals Data.gov, USASpending.gov and Recovery.gov. However, transparency is not only meaningful in the USA. Exemplary best practices in Korea, Switzerland and Canada as well as possible solutions in the T-City Friedrichshafen analyzed from a scientific point of view could help to show the real potential of transparency 2.0 and the already existing opportunities for any government.
